Competitiveness, innovation, sustainability: these are the 3 pillars underpinning European and national policies aiming at fostering a modern and efficient development, in which economic growth is dissociated from the use of resources, in which neither places nor individuals are neglected or left behind, in which greenhouse gas emissions are gradually reduced to achieve a zero climate impact for the European Union by 2050.
The path traced by the European Green Deal, strengthening and guiding the green transition, is based on clear lines of intervention: investing in environment-friendly technologies; supporting innovation in industry; focusing on cleaner, cheaper and healthier transport modes; de-carbonizing the energy sector; ensuring greater energy efficiency in buildings; improving environmental standards.
ARGO, the new industrial system of Friuli Venezia Giulia, based on process and product innovation capable of increasing economic productivity and on the interaction between research and industry, moves within this strategic reference framework, preparing concrete measures to support industrial investments, promoting circular economy and green forms of transport.
The ARGO System spurs from an agreement involving Friuli Venezia Giulia Regional Government, Ministry of University and Research and Ministry of Economic Development, which identified Area Science Park as a coordinating institution to guide implementation of activities under 4 complex initiatives:
• experimentation of industrial models supporting sustainable innovation
• creation of a hub for generating highly innovative companies
• activation of a platform to support digitalization of businesses
• creation of scientific and technological platforms open to companies enabling them to use highly specialized infrastructure and skills for innovation projects
The project Mediatecambiente of the Regional Environmental Protection Agency in Friuli Venezia Giulia (ARPA FVG)
In 2007 the project Mediatecambiente of ARPA FVG, through the Regional Laboratory of Environmental Education, launched the development of hybrid education for sustainability processes, with the realization of cinematographic events and educational audiovisual products to involve the schools and the public.
New leverages for the development of the agrifood sector in Friuli Venezia Giulia region
During the last years, there is a growing awareness that a revision of the production and consumption models towards a sustainable development paradigm is more than ever necessary. In line with this spreading consciousness, to tackle the issue several official documents have been shared and many economic resources appointed. In this model reconversion process, the Bioeconomy has a key role to achieve the set goals.
The agrifood supply chain is one of the main pillars of the bioeconomic system, providing for more than half of its workforce and production value. Apart from its innate nutrition and health protection functions, the agricultural sector is fundamental for the biodiversity safeguard and the preservation of the local cultural and natural heritage.
Therefore, in compliance with the EC and national strategies, Friuli Venezia Giulia has drafted a first Positioning Document about the Bioeconomy in its own territory and is working to define its development priorities.
A new Foundation, with the Regional Administration as one of the founders, will handle these topics, pursuing the “valorisation of the regional agrifood assets and the promotion of the bioeconomy development as a mean of sustainable exploitation of the entire biotic resource, in order to generate economic and social value".
In fact, the now inevitable modification of production and consumption models in favor of more sustainable solutions based on the use of local resources, represents an opportunity to strengthen and relaunch the regional economy, with clear advantages for the society and environment.
Among the activities promoted for this transition, especially in this delicate economic recovery period, the FVG Region has supported the creation of a new collective mark “IO SONO FRIULI VENEZIA GIULIA”, which "originates from the will of the Administration to promote all agrifood companies that decide to adopt virtuous practices of environmental, economic and social sustainability and to guarantee the traceability of raw materials".
Maritime transport is the most sustainable way of transporting goods from the environmental and energy point of view. Also, commercial ports play an essential role in the transport logistics system and represent an important factor for the growth of the economy.
However, port operations also have an impact on air quality and GHG emissions.
Currently, Italian Adriatic ports and Croatian ports do not have a common model of environmental planning and energy efficiency: coordination is lacking, all the more necessary given that pollution and greenhouse gas emissions do not stop at national borders.
SUSPORT intends to address these challenges jointly strengthening institutional and operational capacity building related to the key issue of port environmental sustainability and energy efficiency.
This will be achieved by increasing the skills of the ports, stocktaking existing studies and solutions under a new approach.
Individual plans will be tested with concrete pilot actions complementary to each other, ensuring both a fruitful exchange of experiences between all ports and a tangible result in terms of strengthening environmental protection and decreasing greenhouse gases. Pilot actions will concern production of renewable energy, e-mobility, building retrofitting, LED lighting systems, pollution monitoring
Based on the results achieved, SUSPORT will develop a cross-border strategy to strengthen port environmental sustainability and energy efficiency, which the project partners will commit to applying in the medium and long term by signing of a joint protocol, which will lead to institutionalization of a permanent cross-border cooperation network.
SUSPORT is co-funded by the Interreg Italy-Croatia Cross-Border Cooperation Programme.
Project partners are the main ports of Italy (Trieste, Venezia, Ravenna, Ancona, Bari) and Croatia (Rijeka, Zadar, Split, Ploce, Dubrovnik), research centres and regional authorities.
The project will span for 30 months (July - December 2022) and has a total budget of more than 7 million euros.
CLEAN BERTH aims to improve the institutional capacity of the ports of Veneto and Friuli Venezia Giulia Regions in Italy and Koper in Slovenia in the key theme of environmental sustainability and energy efficiency, through jointly developed strategies, action plans and pilot actions.
CLEAN BERTH aims to achieve the following specific results:
1) Improvement of port skills in joint planning for environmental sustainability and port energy efficiency, as basis for a long-term change. In particular, a fruitful exchange of experiences and a benchmark analysis will provide the staff of all the ports of the Area with a solid knowledge to improve their planning skills
2) Harmonization of policies and actions to strengthen cross-border environmental sustainability and port energy efficiency. The drafting of a common model of environmental sustainability and energy efficiency plan and its declination for each port as well as its experimentation through concrete pilot actions - such as noise and pollution monitoring, building retrofitting and electric mobility - will form the basis for standardization of environmental protection measures, consolidating sustainability and competitiveness of the ports of the Programme Area
3) Institutionalization of a cross-border governance of environmental sustainability and energy efficiency. On the basis of the lessons learned, the ports will elaborate a cross-border cooperation strategy in this domain they will commit to through a Protocol for a joint cross-border cooperation strategy and harmonisation of policies in the medium and long term, to be signed at the end of the project.
The project is co-funded by the Interreg Italy-Slovenia Cross-Border Cooperation Programme.
Project partners are: the Ports of Trieste and Monfalcone, Port of Venice and Chioggia, Porto Nogaro, the University of Primorska and Luka Koper.
The project will span for 24 months (March 2020 - February 2022) and has a total budget of 881,842.06 euros.
